Exterior Cleaning Association
Our Goals
Standards & Safety
The Exterior Cleaning Association exists to be a clear, credible voice for responsible practice across our industry. We represent our members’ interests and champion sensible, safety-led standards that work on real jobs, not just on paper. That means ongoing dialogue with the people who set and interpret the rules: we will liaise regularly with government bodies and regulators including the Health and Safety Executive (HSE) and the Environment Agency to ensure our guidance remains aligned with current legislation and best practice. Where we see confusion, mixed messages or emerging risks, we will take members’ evidence and experience to the table and seek practical clarification, so contractors can work confidently within the law.
Stop Preventable Incidents
A core part of that message is simple: accessibility does not equal safety. The products used in exterior cleaning from cleaners and surfactants to registered biocides and various acids can be powerful and, if misused, harmful. Across the wider industry we are seeing rising incidents and accidents caused by insufficient training, poor chemical selection, and a lack of respect for hazard labelling and safe handling. The ECA’s priority is to help stop that trend by setting clear, workable expectations and making compliance straightforward rather than burdensome.
Environmental & User Protection
ECA members commit to using registered and licensed biocides only, and to choosing label-compliant, CLP-aligned products backed by current Safety Data Sheets (SDS). We expect correct storage, transport and application, and we promote the selection and use of appropriate PPE for the task at hand. Our training and guidance focus on the real-world steps that prevent harm: reading and understanding SDS, assessing exposure routes, planning controls, protecting drains and watercourses, and documenting risk assessments and method statements proportionate to the job. We also emphasise environmental protection capturing run-off, using the mildest effective methods on sensitive substrates, and applying test patches before full application so members can deliver clean results without unnecessary damage.
Your Voice
Being a voice for members also means making it easier to do the right thing every day. We compile short, mainly online courses that reinforce COSHH awareness and practical product stewardship. We track regulatory updates and convert them into plain-English guidance and templates you can use on site and with clients. We will consult with insurers, accredited training bodies and heritage organisations to align expectations where it helps members win work safely. And because good practice thrives on transparency, we verify training and insurance at onboarding, spot-check documentation in a supportive way, and keep our standards public so customers know what the ECA badge stands for.
Ongoing Support
Above all, we will keep listening. Our Regional Officers and Board will gather member feedback, share emerging issues with regulators, and publish updates and minutes so you can see how your concerns are being represented. The goal is not to add another layer of cost or complexity, but to raise the floor of practice reducing incidents, protecting people and the environment, and helping skilled contractors demonstrate why they are the professional, trusted choice. When members speak with a united, informed voice, the industry is safer, customers are better protected, and everyone benefits.
